Spill Prevention Control and Countermeasures

The EPA’s oil pollution prevention regulations in 40 CFR 112 require the preparation and implementation of Spill Prevention, Control, and Countermeasure (SPCC) plans for all non-transportation related facilities that store oil in excess of specific quantities and that have discharged or could reasonably be expected to discharge oil into navigable waters of the U.S. or its adjoining shorelines. Facilities storing above specified quantities of regulated oil in underground storage tanks that are exempt from the 1988 UST regulations also require an SPCC Plan.
